Expert of the National Department of Civil Protection of Rome. During emergencies is consulted for evaluating the geo-hydrological risk in urbanized areas.

Scientific leader for many different bodies Administration (Regione Piemonte, Regione Lombardia, Autorità di Bacino) for research on the management of geo-hydrological risks along the river courses oriented at Civil Defence Plans.

01/01/2004–31/12/2006

For the Regione Lombardia Administration he was scientific leader in the UE Project DAMAGE (2004-2006), for definition a methodology carrying out a real time assessment of potential direct economic loss due to a catastrophe.

He studies the phenomena during the paroxysmal phase, and analyzes the effects and damage: he has studied in depth the geo-hydrological processes of July 1985 (Stava-TN), July 1987 (Valtellina), September 1993 (Southern Piedmont), November 1994 (basins of the Tanaro and Belbo Rivers) and October 2000 (Val d'Aosta and Western Piedmont), May 2008 (Western Piedmont), Abruzzo in April

2009, October 2010 (Liguria), October 2011 (Liguria-Cinque Terre).

 

01/01/1988–31/12/1998

He was person in charge for the Scientific Group 2.1 of the National Group for the Defense of Geo-Hydrological Disasters. In this context, he dealt with the Special Programme SCAI (Study Unstable Urbanized Areas) for the Piedmont region, studying 43 towns (included in the list of Decree 445 of 1908), involved not only by gravitational movements, but also by debris flows and fluvial dynamics.

 

2006–2007

Scientific person in charge of the research "Testing of possible criteria for the identification of rainfall thresholds for emergency situations hydrogeological" to search for a threshold of precipitation causing the triggering of debris flow in the Alps of Lombardy.

 

2007–2008

Scientific person in charge of the research "The development of the functional center in the field of early warning system for natural hazards for the purposes of Civil Protection", to search for correlations between triggering of shallow landslides and soil composition in the Alps of Lombardy.

 

2005–2006

He obtained a Master Degree with honors in Emergency Management course organized by Civil Protection of Regione Lombardia.

 

EDUCATION AND TRAINING

Degree in geology at Turin University in 1987, he is currently a researcher of the Italian National Research Council, and person in charge of the Institute for Geo-Hydrological Protection and Prevention in Turin. His research concerns floods, mud-debris flows and landslides: he studies these processes from a geomorphological and historical point of view analyzing their interferences in town-and-country planning.
